An additional licensing scheme was introduced under the Housing Act 2004 by Royal Borough of Greenwich in October 2017. A council officer had advised the tenants of the property involved to apply for a Rent Repayment Order (RRO) as there was no active licence for the property. The council advised the tenants that they had until 21st August 2020 to make the application. The four tenants submitted individual applications between 30th July 2022 and 21st August 2020 on the advice of the council.
