Liverpool City Council v Anwar Hadi Kassin [2011] UKUT 169 (LC)

The landlord rented out a ground floor one bedroom flat in which he had installed electric panel heaters which ran on the standard tariff, contrary to the advice of Liverpool City Council. The landlord was served a notice under the Housing Health and Safety Rating System as the council wanted the landlord to replace the heaters with ones which would be less expensive for the tenants to run.

The landlord appealed to the Residential Property Tribunal (RPT) who found
