Question Title: Responsible department?

Question: 386
Which council department will be responsible for HMO licensing?
Answer:
It will be up to the individual local housing authority to decide but, in most instances, it will be the housing or environmental health department that will be responsible for HMO licensing. If the local authority already had a licensing scheme under the previous legislation then the responsible department may have considerable experience. If not then their experience may be less complete.
