Title: Windows in need of replacing

I have lived in the same Council property for the last 8 years. My windows are desperate for renewing. They are covered in mildew. The joiner from the council has been out and he condemned them and wouldnt repair them. He said they wanted replacing but the Council will not replace them. Where do I go from here?
