Question Title: Water meter request

| We have been approached by our client landlord who wishes to take advantage of the scheme which allows water meters to be installed free of charge at residential properties. The tenant of the property feels this will disadvantage him as he has a large family and water usage is probably more than average. He therefore would prefer not to have a meter installed at this stage. What should we advise the landlord?

| More and more properties are having water meters fitted retrospectively, particularly in light of the changes to the Water Industry Act 1999, which enables owners to have meters installed free of charge. We have spoken with OFWAT, the water regulator, who informed us that water meters cannot be imposed on tenants. The landlord's only recourse would be to wait until the tenancy comes to an end, have a meter fitted, remembering to inform any new tenants that the water charge is metered.
