Although I realise that the landlord is responsible for Council tax in the case of HMOs, am I right in thinking that a clause for reimbursement of council tax paid by the landlord can be included in a tenancy agreement ?
Answer:
There is nothing to prevent a landlord from recouping council tax paid by including a clause in the tenancy agreement stating so.
