Question Title: Civil liability

Question:
197
I heard of a case recently when a landlord had to pay enormous damages when a landlord changed the locks and put a tenant's possessions out on the street. Is this true?
Answer:
Sections 27 & 28 Housing Act 1988 provide for statutory damages which are often substantial. Recent cases show damages in excess of £10,000. Courts do award punitive damages in such cases.
