Question Title: Fitness standards for HMO's

I have heard that there is a standard of fitness for Houses in Multiple Occupation. What is this standard?
Answer:
Section 353 Housing Act 1985 previously set out the fitness standard. It specifies five main requirements: that there are satisfactory food preparation and cooking facilities; adequate toilet provision; adequate washing/bathing facilities including hot and cold water; adequate fire escapes and other fire precautions. This standard has been replaced by the Housing Health & Safety Rating System as set out in Part 1 Housing Act 2004. For more information see Factsheet 28
