Long-term chronic damp in old LA tenancy 4 Years, 7 Months ago  
This is a query about tenancy rights for a tenant of 10 years standing who's self neglect and chronic damp conditions have just come to light.
Does the LA landlord have responsibility to repair and rehouse in meantime?
